EXPERIENCE OF FRANCE AND POLAND IN ORGANIZATIONS AND MANAGEMENT BY ROAD SYSTEM

The article analyzes the experience of France and Poland in the organization and management of the road system. All roads in France belong to the state. National highways and toll roads are managed by the Ministry of Transport and municipal authorities. Construction of highways and natsavtotrads are financed from the budget, within the framework of concessions or within the framework of partnership contracts. For these purposes, there are fees from concessionary motorway companies, as well as 40% of fines levied by automated control systems.
The roads of France are divided into three categories, depending on the level of subordination: roads of state importance, roads departments and roads of a municipal significance.
The roads in Poland are divided into state-owned state-owned, for example, freeways, roads owned by voivodships and roads owned by districts and gminas. According to this division, voivodships, counties or communes are obliged to give money for repair and improvement of their ways. If we talk about local government, then this is money from local budgets.
The financing of road construction takes place at the expense of public funds, through public-private partnerships or through concession agreements.
