SOME ORGANIZATIONAL ASPECTS OF PERFORMING TECHNICAL SUPERVISION OF THE CONSTRUCTION OF ARCHITECTURE OBJECTS

The article analyzes state and foreign regulatory documents regarding the presence of requirements for organizational aspects of technical supervision - the frequency of visits by engineers from technical supervision to the construction site and requirements for the number and qualifications of certified specialists performing technical supervision of the construction of architectural objects.
The Law of Ukraine "On Architectural Activity" stipulates that technical supervision is provided by the customer and carried out by persons who have a qualification certificate. The customer may assign the responsibility for technical supervision to a specialized organization or specialist in technical supervision or to a consulting engineer, with the definition of their powers in the subcontract. The procedure for carrying out technical supervision during the construction of an architectural object requires carrying out technical supervision during the entire period of construction. Such a requirement does not provide a clear understanding of how much time the technical supervision engineer must be present at the construction site during the construction period. The sample form of the contract on the implementation of technical supervision in construction also does not provide an answer to the question of the frequency of visits of the technical supervision engineer to the construction site or the need for his continuous presence at the site.
To ensure the quality of technical supervision, a methodology should be developed, according to which the necessary frequency of visits to the construction site during technical supervision will be determined. Such a methodology should contain a list of factors affecting the frequency of visits by technical supervision engineers to the construction site and the criteria that will determine the frequency of visits by technical supervision engineers to the construction site.
